Preamble: a conservative movement
The Missouri Sovereignty Project is a conservative movement. Our conservatism is one of principle rather than party: consistent with Article IV, we align with all Missourians and their legislators who stand behind the 10th Amendment, whatever their party label. What unites us is a commitment to conserving the constitutional order the Founders built — a federation of self-governing States under a government of limited, enumerated powers.
Limited government
Government power is delegated, enumerated, and bounded by the written Constitution.
Federalism
Power belongs as close to the people as possible. The States are sovereign partners in the Union, not administrative districts of Washington.
Individual liberty
The Bill of Rights secures the freedoms of every Missourian against every level of government, free speech first among them.
Local self-government
Decisions about Missouri's communities, land, and schools are best made by Missourians accountable to their neighbors.
Rule of law
Fidelity to the Constitution as written and as the Founders understood it, not to shifting administrative fiat.
Family, community, and heritage
A free society rests on strong families, local institutions, and the inherited traditions of the people who live in it.
The Articles
Mission
To ensure Missouri's Congressional members uphold the 10th Amendment.
Accountability
Call on all Missouri elected and campaigning officials for congressional seats to sign a pledge upholding the 10th Amendment. Lists will be made public. We will monitor all legislative votes to assure the principles of the 10th Amendment are enforced.
Membership
We encourage all Missouri residents to join or support the Missouri Sovereignty Project. Members will be placed in one of two activity levels of their choosing:
Political Party Affiliation
Political party affiliation is irrelevant. We serve and align with all Missourians and their legislators, state and federal, who stand firmly behind enforcing the Bill of Rights' 10th Amendment and the enumerated powers outlined in Article 1, Section 8 of the U.S. Constitution.
Tenor
The Missouri Sovereignty Project's mission is grounded in the United States Constitution, ensuring first and foremost freedom of speech. Therefore, no member will verbally or literally abuse any public official, any media representative, or any individual who opposes the Project's mission.
Recourse: Separation from the Union
Missouri's place in the Union rests on a compact of limited, enumerated powers, with every other power reserved to the States and the people by the 10th Amendment. Should the federal government persistently fail to respect that Amendment — despite the pledges, public accountability, and lawful remedies set out in this Charter — the Missouri Sovereignty Project holds that Missouri should separate from the Union of the United States.
If the 10th Amendment is not respected, Missouri should separate from the Union.
Consistent with the Tenor of this Charter, any such separation is to be pursued only by peaceful, lawful, and democratic means, and the final decision belongs to the people of Missouri:
- Pledge and monitor. Secure the 10th Amendment pledge from Missouri's elected and campaigning officials, and publish the lists and every relevant legislative vote.
- Pursue lawful remedies. Press the General Assembly and Missouri's Congressional delegation to resist federal overreach through legislative, legal, and constitutional channels.
- Document non-compliance. Keep a public record of any persistent federal disregard of the 10th Amendment and the enumerated powers of Article 1, Section 8.
- Ask the people. If non-compliance continues, call for a statewide vote in which the citizens of Missouri decide by ballot whether Missouri should separate from the Union.
Conservative in principle, constitutional in method, peaceful in conduct — the Missouri Sovereignty Project exists to conserve the self-government of the people of Missouri.
